Angelia Williams Graves is a Democrat who was elected to represent HD-90 in a special election Jan 5, 2021.

Angelia Williams Graves previously served as a member of the Norfolk City Council for 10 years. She also served as the city's Vice Mayor from 2013-2016. As a member of council she served as the Chair of the Mayor's Advisory Committee for the St. Paul's Quadrant revitalization project and as the Co-Chair of the 2020 Census Complete Count Committee. Councilwoman Graves was also city representative for the National League of Cities and served as the 2nd Vice-President of the National Black Caucus of Local Elected Officials (NBC-LEO).
